Is it against the law to NOT embalm a body before burial/cremation in California?

According to the Federal Trade Commission, no state can mandate embalming, therefore there are no state laws anywhere that require embalming of a dead human body, unless there is to be a public visitation or if there isn't refridgeration available until the cremation can take place, only then is embalming required.
