Whats the best cl/race/spec for pvp in WoW?

My friend says rouges are op for pvp and crapy at pve... but i dont know i dont even know a good spec for pvp rouge... can someone please give me some infor, such as the best pvp spec for all the cles, and other stuff like race, info and other tips, oh and i dont mind if im horde or alliance, just want the best of the best, ;) thnaks
