Is a transmission speed sensor and a vehichle spped sensor the same thing???

i have a 91 honda accord my milage doesnt work or th speedometer...and i ve d4 d3 d2 d1...i drive in d4 but sometimes it does nt want to oull off....so i have to shift it myself??? would thid fix my problem and r they the same thing???
